Also:

Die IP der IP-Cam ist 192.168.6.100, der http-Port der Cam ist 99.

Du hast auf dem eis den Proxy laufen und auf den Clients im jeweiligen
Browser die Proxyeinstellungen auf den eis gesetzt.

Probier mal in den Squid-Einstellungen:

SQUID_ADDITIONAL_SAFE_PORTS='99'
