Wenn man dem Changelog von tar glauben darf, war der default schon immer 
so, dass beim Auspacken Symlinks entfernt wurden. In 1.27.0 kam erstmals 
die Option

--keep-directory-symlink

hinzu, die aber nicht Default ist. Mit anderen Worten:
Das dürfte noch nie funktioniert haben, da install so eine Option noch 
nie benutzt hat (die es in älteren Versionen ja auch nicht gab).

In base 2.2.6 kam tar 1.27 - wie gesagt ohne dass die nun neue Option

--keep-directory-symlink

in install benutzt wurde. Damit dürfte sich das tar 1.27 wie alle 
früheren tar-Versionen bei uns verhalten haben, die diese Option noch 
nicht kannten.

* New command line option --keep-directory-symlink

By default, if trying to extract a directory from the archive,
tar discovers that the corresponding file name already exists and is a
symbolic link, it first unlinks the entry, and then extracts the directory.

This option disables this behavior and instructs tar to follow
symlinks to directories when extracting from the archive.

It is mainly intended to provide compatibility with the Slackware
installation scripts.
