das habe ich gerade versucht:

sudo -u wwwrun /var/www/htdocs/nextcloud/occ app:enable user_ldap
App "LDAP user and group backend" cannot be installed because the
following dependencies are not fulfilled: The library ldap is not available.

libldap ist (neu-)installiert.

ls -la /usr/lib/libldap*
