Steht ja auch da warum.

Das Format dieser WAV-Datei wird nicht unterstützt.

Nimm doch mal ein ordentliches WAV-File, wie es auch auf einer CD ist, also
16 bit mit 44.1 Khz.

Du kannst auch ein mp3 mal mit mpg123 konvertieren.

mpg123 -w test.wav mp3-File

Und dann das dann mit aplay abspielen.
