Ohne /dev/disk/by-id wird das nichts und das gibt es nur, wenn die virtuelle
Maschine nicht nur die Partitionen sondern auch die Platte durchreicht.

In der Ankündigung zu Kernel 5.3.0 steht:

- /tmp/install.sh:
   Hinweis auf nötige Einstellung unter VMWare im Fehlerfall hinzugefügt
   (disk.EnableUUID = "TRUE" in vmx-Datei der virtuellen Maschine).

Mit dieser Einstellung klappt es unter VMWare.

> mail # ls -la /dev/disk
> total 0
> drwxr-xr-x  4 root root    80 Dec 10 20:52 .
> drwxr-xr-x 10 root root 16020 Dec 13 17:55 ..
> drwxr-xr-x  2 root root   140 Dec 10 20:52 by-partuuid
> drwxr-xr-x  2 root root   140 Dec 10 20:52 by-uuid

Und hier fehlt by-id, weil die Platte nicht "durchgereicht" wird.

> mail # ls -la /dev/disk/by-uuid/

Darin tauchen die Partitionen auf.
